Pipeline view on reformulated gasoline distribution

One of the last acts of the outgoing Bush Administration was the signing of the Notice of Proposed Rulemaking (NPRM) for Complex Model reformulated gasoline (RFG) by EPA Administrator Reilly. This eleventh hour release (already over a year late) has incorporated virtually none of the industry's comments to date and served only to add more uncertainty to an already very complex, and confusing set of proposals. With less than 2 years before the initial compliance date and the clock running, we are not much closer to establishing our needs for compliance than we were with the first NPRM in June of 1991. It is not inferred that pipelines will face the same problems as refiners, it means that pipelines face a significant challenge of their own in moving RFGs from refineries to the market place. The proposed regulations may delay the movement of product leaving the refinery due to the requirement for independent sampling and volume verification of each RFG batch.
