Energy and oil input requirements for producing reformulated gasolines

One of the many considerations in establishing reformulated gasoline (RFG) performance requirements is the impact of such requirements on energy and oil use. Section 211(k)(1) of the Clean Air Act gives EPA the opportunity to include such considerations in its establishment of the RFG program requirements. EPA appears to use these [open quotes]energy considerations[close quotes] as the basis for its February 1993 proposal to allow RFG blended with ethanol (a [open quotes]renewable oxygenate[close quotes]) to meet a lesser Rvp (Phase I) or VOC reduction (Phase I and II) standard.
