Threshold behavior of {ital S}-wave phase shifts is studied for {ital N}{Delta} scattering with a nearby {ital S}-matrix pole. The phase {delta}{sub {ital N}{Delta}} for {ital pp}({sup 1}{ital D}{sub 2}){r arrow}{ital D}{Delta}({sup 5}{ital S}{sub 2}) obtained by experiments for {ital pp}{r arrow}{ital np}{pi}{sup +} are explained on the basis of the pole of unstable bound state type or broad dibaryon, ({ital M}=2144 MeV, {ital I}=1, {ital J}{sup {ital P}}=2{sup +}), by taking into account instability of the {Delta}, {ital NN} final-state interaction for {ital N}{Delta}{r arrow}{ital np}{pi}{sup +} and a factor {ital i} due to {ital p}-wave pion emission. This pole explains also the {sup 1}{ital D}{sub 2} phase parameters for {ital pp}{r arrow}{ital pp} around 2144 MeV in {radical}{ital s} .
