With one amendment, the committee recommends passage of H.R. 2631 to provide research on the effects of pollutants on forest productivity and the forest environment. The bill directs the Agriculture Secretary to set up a 10-year program, and sets a schedule for reporting. The report describes the background of concerns about acid rain, long-range transport of pollutants, and the results of studies already underway in Europe and the Adirondack areas. The purpose is to broaden the scope of current studies beyond acid rain considerations. A section-by-section analysis, summary of testimony given at committee hearings, and correspondence from the administration recommending against passage of the bill complete the report.
