Economic impact of air-pollutant emission standards for new municipal-waste combustors. Final report

The U.S. Environmental Protection Agency (EPA) plans to propose New Source Performance Standards (NSPSs) for air emissions from new municipal waste combustors (MWCs) in late 1989. Affected plants include all MWC plants that are placed under construction after regulations are proposed in the Federal Register. The regulations will affect the number of plants built and the combustion technology selected. The regulations will also significantly affect the cost of owning and operating these new plants. The report uses three economic scenarios to examine the economic impact of the five regulatory alternatives under most active consideration by EPA.
