The Commonwealth of Virginia Oil and Hazardous Materials Emergency Response Plan is an annex to Volume II of the Commonwealth of Virginia Emergency Operations Plan - Peacetime Disasters (PB90-195355). Part I contains the basic response plan which provides the overall authority, concept of operation, and general responsibilities for conducting emergency response efforts. Part II outlines requirements, formats, and communications instructions for reporting, notification, alerting, and warning of incidents. Part III deals specifically with the concept of operations for response to environmental oil spills. Part IV depicts the concept of operations for response to a hazardous materials incident. Part V contains the specific instructions and responsibilities for state agencies who must respond to an oil or hazardous materials incident.
