Land use in the southwestern United States will be affected by the proposed expansion of southwest coal-fired electrical generating plants. Impacts will vary depending on location and kind of power facility. The most significant impact can be expected from strip mining and residual stack emissions, dependent upon the quality of coal and the emission control equipment installed. Such emissions could disperse over several counties and states. The study area includes parts of Wyoming, Colorado, New Mexico, Utah, Nevada, California, and all of Arizona. It includes the drainage area from the upper and lower Colorado River and a portion of the Great Divide Basin.
