Carter plan making firm look abroad. [Reactions to Carter energy proposals]

The Federal Energy Administration is holding meetings with executives around the country to clarify the Carter energy proposals. They received considerable feedback at a recent Chicago meeting. Chemtron Corp. will consider shifting production of its energy-intensive Tube Turns Division to plants outside the U.S. because of use taxes on natural gas and oil. American Bakeries, feeling the tax will be unfair because the independent bakeries will not be taxed, suggested the tax be levied at individual-use sites and not corporations. Conversion to electric ovens presents a large capital expense for bakeries. The Carter Administration's ten percent tax credit for investment in conservation projects is not expected to have any impact on the Chemtron Corporation's capital expenditures, although other company representatives indicated it will influence their decisions. Uncertainty over fuel prices has hampered capital investment, and the tax credit could improve the climate for spending. Criticism was voiced about policies for retrofitting old buildings rather than profiting from new technology with new buildings. Higher electricity costs were felt to be an incentive for companies to invest in their own power plants, such as in co-generation. (DCK)
