By considering energy to be ''wasted'' whenever work is performed which could have been completed with less or lower quality energy and without incurring higher total social or economic costs, data on U.S. and foreign energy consumption in all sectors, e.g., transportation, commercial, residential, and industrial are presented and compared. Potentials for energy conservation are identified, actions taken within the chemical industry to effect energy conservation are described, and governmental and regulator policies appropriate to energy conservation are proposed.
