PL 92-500: societal objectives confront realities of technical judgment and administrative control

PL92-500 created the National Commission on Water Quality. Several features distinguish Pl92-500 from the normal engineering project: (1) it requires the installation of pollution control on the basis of what is technically feasible, not on what is needed to accomplish a specific mission; (2) at the time of enactment, no one knew what the cost would eventually be; and (3) PL92-500 pays little attention to the traditional cost-to-benefit analyses. The background and an overview of the legislation are given and the results of its implementation are discussed. (MCW)
