Grassroots energy planning: a review. Part I

A trend toward local energy planning, while largely dependent on federal technical and financial assistance, could develop the momentum and leadership for solving the energy crisis. Energy offices at all levels of government have been opening since the 1973 Arab oil embargo. Their initial concerns for fuel policies and allocations are broadening to promote the development of conservation programs, the use of indigenous energy sources, and the development of alternate energy sources. Impetus grew out of the Energy Policy and Conservation Act of 1975 and the Energy Conservation and Production Act of 1976, both authorizing federal funds for state energy offices. Examples of activities in certain states are described. (DCK)
