The search for the Complex Model: Reformulated gasoline, science and performance standards

The 1990 Clean Air Act outlined performance standard goals for reformulated gasoline. Beginning in 1995, reformulated gasoline (RFG) will deliver a > 15% reduction in summertime hydrocarbon emissions and in five specific air toxics while producing no NO[sub x] increase. Through the regulatory-negotiation process, the fuel, regulatory and public community agreed to attain these goals by constructing Fuel Emissions Models. These models provide some flexibility in manufacturing via tailoring RFG fuel parameters while assuring that RFG attains the environmental performance standards. The paper describes the pursuit of this Complex Model.
