Namibia's hydrocarbon potential being opened for further exploration

Namibia, through the Ministry of Mines and Energy (MME) and with the assistance of National Petroleum Corp. of Namibia (Namcor), concluded its first onshore and offshore licensing round with the award of five offshore blocks in 1992 and 1993 (Table 1). This first licensing round was considered successful as 19 bids were received for nine offshore blocks. Licensees have committed to extensive seismic programs and a minimum of eight exploration wells. One of these wells has been drilled, with a series of back to back wells planned in 1995 involving four operators. To ensure continued exploration at a steady pace, a second petroleum licensing round is now in the planning. For this purpose Namcor has acquired new seismic data and has revised the Model Petroleum Agreement to help accommodate the present competitive exploration climate and smooth negotiations. The present article summarizes key geologic and operational factors that apply to this round which will commence Oct. 1, 1994.
