''Productivity'' and ''Politics'': key words for coal men in '75, '76

The omnibus energy law contains relatively minor provisions affecting coal: up to $750 million in loan guarantees to smaller companies; extension of authority to order conversion of utility and industrial boilers from oil and gas to coal; and provision for restriction of exports of coal in times of fuel shortages. Coal production is estimated to have been 640 million tons in 1975, up 37 million tons from 1974. Legislation affecting coal is said to have not progressed rapidly enough, especially with respect to coal land leasing, strip mining, loan guarantees for synthetic fuel development (defeated 263-140), slurry pipelines (need for eminent domain legislation), possible horizontal and vertical divestiture, etc. Railroads are particularly concerned about slurry pipelines skimming the cream off profits of transporting coal. Forecasts of coal gasification, coal liquefaction, and industrial coal usage are presented (with assumptions). (LTN)
