Pipeline safety NDT program
The historical background and regulatory responsibilities of the Office of Pipeline Safety (OPS) are given. After citing the importance of nondestructive testing as a safety requirement, a discussion follows on the more important techniques used in the trade for inspection. The special problems and requirements for the safety of the Trans-Alaska crude oil pipeline and the big-inch offshore pipelines are also included. In addition to the regulatory responsibility, OPS administers a grant program to assist states to share the responsibility of monitoring the safety of pipelines. The essence of this program is briefly described. The OPS does its research and development by contract, and the nature of the contracts and the names of the contractors are given. This program, budgeted at $450,000, includes risk analysis of transportation of hazardous liquids as well as understanding the existing problems. Finally is discussed problem areas in general as well as several case histories involving catastrophic explosions and including the problems of corrosion as related to failures.
