Environmental assessment of the system plan. Final report

A review is given of environmental factors associated with railroad operations. An environmental assessment was made for five major aspects: air quality, noise, land use, energy, and water quality. The generic problems considered under these sectors were abandonment, reduced and increased service, electrification, rehabilitation, and expansion. The study analyzes the changes likely to be brought about by implementation of the System Plan for Conrail. It recommends that the study be used to produce a set of guidelines for use in railway planning.
