Minicipal and industrial reimbursement for a water resource project in Wyoming's Platte River Basin. [Converse County, WY]

The study consisted of an analysis of current and proposed reimbursement mechanisms pertaining to municipal and coal industry growth resulting from an interbasin water diversion to Wyoming's Platte River Basin. Criteria used in the analysis were: (1) efficiency, (2) equity, (3) revenue raising ability, and (4) administrative feasibility. The impacts and reimbursement flows affecting the business sector, government sector, and household sector were depicted in impact and reinbursement matrixes for Converse County, WY. The conclusions pointed out the need for several changes in, or additions to, the present system of reimbursement mechanisms. (GRA)
