This paper addresses the control problem of a power system which is operating in a restorative state, i.e., a power system that has lost some of its load and/or has separated into electrical islands as a result of a major system disturbance. By means of a hierarchical interactive approach, this control problem is decomposed here into three layers or time-hierarchies; restorative control actions are then determined and executed by the appropriate layer according to the time frame available for doing so. The paper describes the restoration control problem in power systems, and provides the conceptual details of the hierarchical interactive approach proposed for its solution.
