Energy policy and prospects in Norway

Among western industrial countries, Norway is uniquely endowed with energy. Since the early 1970s, Norway has maintained high rates of economic growth, largely due to the development of her petroleum resources. The Norwegian experience over the past 15 years shows how economic rent form petroleum changes economic structures. It also shows the problems of a democratic political system with well-organized sectoral interests in coping with the challenges of sudden wealth. These issues are the main focus of this paper, but at first some information should be given on the resource background and on recent Norwegian economic and political history in relation to oil and gas.
