Density functional theory and the Chern-Simons field approach to the fractional quantum Hall effect

In the effective field-theory of the fractional quantum Hall effect (FQHE), a purely formal Chern-Simons (CS) statistical gauge field is usually introduced and justified via the equivalence of the effective Lagrangian for the electromagnetic field. In this paper, the authors identify this CS-field with a physical field arising from the exchange-correlation vector potential of current-density functional theory. The resulting Kohn-Sham picture of FQHE is compared with Laughlin's and Jain's theories.
