Winners and losers in the transmission access game: Notes of a FERC-watcher

Recent regulatory changes have made the times difficult, dangerous, and tumultuous for electric utilities. This article examines some of the regulatory changes that have taken place, and ones that are likely to occur in the future. Focus will be on Government-owned utilities, primarily municipal utilities and REA-financed cooperative utilities. Will the impact of the regulatory changes be beneficial or harmful to these utilities The paper discusses the Energy Policy Act of 1992, restrictions on FERC, FERC implementation, the Regional Transmission Group (RTGs) phenomenon, winners and losers, perils and problems, further questions that must be asked.
