This book is a study of nuclear force management, showing that, in a time of crisis, nuclear command systems in both the United States and the Soviet Union are likely to pass from political to highly fragmented military control, making political direction of a nuclear war virtually impossible. The author believes that understanding the problems of managing nuclear forces may be the best - and only - way to prevent disaster.
