France's all-out nuclear program takes shape

France's commitment to the Super-Phenix, a fast breeder reactor under construction on the bank of the Rhone River, is a model of vitality for nuclear development. A comprehensive program to cover each stage of the fuel cycle was prompted by a need for energy independence. A small amount of domestic uranium, long-standing competence in nuclear science and technology, and a political consensus have enabled the program to have continuity in spite of some controversy and public opposition. France's nuclear facilities include, besides the Super-Phenix, a variety of nuclear power reactors, fuel reprocessing plants, and enrichment facilities. (DCK)
