Managing ash - closing in on policy decisions

The ash from modern facilities that burn municipal solid waste is neither hazardous nor toxic. But the us must come to a national agreement on the right way to test, treat, and dispose of this by-product. A closer look at the history of ash regulation is useful in understanding how ash evolved from a technical issue to a political issue. This paper discusses the background of ash regulation, ash properties, metals in municipal solid wastes, ash testing, changing perceptions, and the need for a federal policy. H.R. 2162, the Municipal Solid Waste Incinerator Act of 1989, is recommended as a good compromise between environmental protection and economics.
