Federal coal-leasing waltz

Until recently, Federal coal leasing had been at a virtual standstill since 1971. At a time when coal is being eyed as a significant energy resource that could be critical to the United States' energy needs, Federal policies have discouraged or banned coal leasing or prospecting on Federally-owned lands. The background and history of Federal coal policies are reviewed in this article up to 1978. Since 1976, Federal programs have begun to emerge to attempt to lift the 1971 ban on coal leasing. An addendum has been added to review pertinent developments in the Federal policy during 1979. The most significant recent development is the new Federal Coal Management Program. The announced thrust of the program is to lease promptly 1.5 billion tons of Federal coal to meet energy-production goals through 1987 and to lease up to 200 billion tons of Federal coal in the long term.
