Certification Plan, Radioactive Mixed Waste Hazardous Waste Handling Facility

The purpose of this plan is to describe the organization and methodology for the certification of radioactive mixed waste (RMW) handled in the Hazardous Waste Handling Facility at Lawrence Berkeley Laboratory (LBL). RMW is low-level radioactive waste (LLW) or transuranic (TRU) waste that is co-contaminated with dangerous waste as defined in the Westinghouse Hanford Company (WHC) Solid Waste Acceptance Criteria (WAC) and the Washington State Dangerous Waste Regulations, 173-303-040 (18). This waste is to be transferred to the Hanford Site Central Waste Complex and Burial Grounds in Hanford, Washington. This plan incorporates the applicable elements of waste reduction, which include both up-front minimization and end-product treatment to reduce the volume and toxicity of the waste; segregation of the waste as it applies to certification; an executive summary of the Waste Management Quality Assurance Implementing Management Plan (QAIMP) for the HWHF (Section 4); and a list of the current and planned implementing procedures used in waste certification.
