US Senate endorses environmental protocol: Implementation bills introduced

On October 7, 1992 the Senate gave its advice and consent' to the ratification of the Protocol on Environmental Protection to the Antarctic Treaty. Necessary implementation legislation must be passed before the President can sign. Two of four congressional bills (H.R. 5459/S.3189, H.R. 5801/S.3231) are summarized along with a brief summary of the Protocol. Action awaits the new Congress.
