Fluctuations associated with sheared velocity regions near auroral arcs

The theory of electrostatic, collisional plasma modes that are driven unstable by a sheared field-aligned ion flow velocity (i.e., V/sub i//sub o/ = V/sub o/(x)e/sub z/,B/sub o/ = B/sub o/e/sub z/) is presented. The threshold condition for the instability is V/sub o/'..nu../sub i//sub n/>2(1+T/sub i/T/sub e/) and the unstable modes are characterized by k/sub parallel/<>lambda/sub m/ and 2..pi..rho/sub i/
