Government to lead by example in buying recycled

Last October, President Clinton signed an executive order directing federal agencies to purchase printing and writing paper containing 20% post-consumer material by the end of 1994, and 30% post-consumer content by the end of 1998. The order also encourages agencies to buy re-refined oil, retread tires, and several other products made with recycled content. Additionally, a number of cities and countries across the country have adopted procurement policies similar to the executive order. Estimates show that state and local government purchases constitute up to 12% of the gross national product. The executive order requirements also apply to government contractors. By the end of 1994, when a company responds to a request for proposal (RFP), the RFP must be submitted on double-sided paper with no less than 20% post-consumer content. When a company goes to the market-place to look for this paper, the company will create a demand for post-consumer content paper.
