The Outer Continental Shelf (OCS) Information Program prepares regional indexes that list relevant, actual, or proposed programs, plans, reports, environmental impact statements, and other lease offering information. In this index chapter 1 describes the offshore leasing process from a national perspective and discusses the 5-year leasing program. Information on the July 1982 final 5-year OCS oil-and-gas leasing schedule, which is based on a streamlined leasing process to expedite offshore oil-and-gas exploration and development, is also presented. Chapter 2 chronicles the oil- and gas-related history of the Gulf of Mexico Region from 1978 to the present. Chapter 3 describes the steps in the prelease and postlease process. It also includes the new prelease procedures, such as the Call for Information and Area Identification. Relevant documents produced from September 1982 through July 1983 are listed by lease sale or offering for each step. Chapter 4 reports on programs of the MMS that support the offshore leasing process. The appendixes include directories of federal and state offshore-related contacts and other information pertinent to the offshore leasing process. 6 figures, 7 tables.
