Efficiency aim set for top energy users

The Federal Energy Administration (FEA) has announced voluntary efficiency targets for the ten highest energy-consuming industries in the country. These companies consume more than one trillion Btu of energy per year and range in target from 10 percent for primary metal industries to 27 percent for textile mill products. Other targets are chemical and allied products (16 percent), petroleum and coal products (12), stone, clay, and glass products (17), paper and allied products (12), food and kindred products (14), fabricated metal products (24), transportation equipment (16), and machinery except electrical (15). Public hearings will be held so that the industries can react. The FEA feels the targets are technologically and economically realistic, but is willing to consider changes. Failure of the industries to cooperate may lead to mandatory standards. Consideration was given to industries (e.g., paper) which use fuels of low efficiency. Fifty companies will be required to make progress reports to the FEA similar to a joint FEA-Commerce Department voluntary program that has operated for two years. Trade groups or similar third parties are asked to do the reporting to maintain the voluntary nature of the program, although direct reporting to FEA may be an option. A decision has not been reached on the need for a formal independent audit of company books and records. (DCK)
