Title: Finding solutions to environmental problems: a process guide

A guide to independent or group study of environmental problems, this guideline stresses an approach of research and information gathering in place of emotional appeal in efforts to identify and solve local problems. The methodology calls for interviews, first-hand observations, questionnaires, and both attitude and independent data testing. Criteria for evaluating data and suggested agencies and institutions for reference are listed. Chronological recording of events as they occur is essential to the success of any project. Three projects are described as models. Project No. 1 suggests three methods of increasing difficulty for identifying an environmental problem and lowering its impact on the community. Project No. 2 assesses the impact of a development project on the local life-style and environment. Requirements of the National Environmental Policy Act and the Council on Environmental Quality provide a basis for the assessment and written report. Project no. 3 is research-oriented. Problems, such as pollution abatement, waste recycling, etc., are studied with the goal of conserving energy and using it more efficiently. The final report should outline the problem, the approach to solving it, the present status of development and remaining obstacles, and the projected costs. (DCK)
