This report provides a comprehensive review and assessment of the literature on market constraints on solar heating and cooling and possible governmental incentives to overcome them. It points out major gaps and omissions in the existing literature on constraints and incentives and makes recommendations to the Department of Housing and Urban Development (HUD) for further research. Five categories of constraints are analyzed: economic/financial, technical, social/political, institutional/industrial and regulatory/legal. Incentives are examined in terms of their potential usefulness and feasibility in overcoming constraints in light of practical limits on governmental policy.
