The 253-acre Sangamo/Twelve-Mile/Hartwell PCB site consists of seven separate disposal areas in Pickens County, South Carolina. These areas consist of the Sangamo Plant area and six private disposal areas located offsite of the Sangamo Plant, which are designated as the Breazeale, Nix, Dodgens, Cross Roads, John Trotter, and Welborn areas. Land in the general area is predominantly forested, and there are several nearby lakes and streams including Lake Hartwell and the Twelve-Mile Creek basin. Since 1955, Sangamo Weston, Inc., has manufactured electrolytic, mica, and power factor capacitors. In 1989, EPA removed offsite 7,285 tons of PCB-contaminated soil and debris from the Sangamo Plant area to a RCRA landfill, and 6,684 capacitors were taken to an offsite incinerator. The Record of Decision (ROD) addresses the first of two operable units, and provides for remediation of the ground water and source contamination at the seven disposal areas. A future ROD will address the contamination of the Twelve-Mile Creek basin and Lake Hartwell. The primary contaminants of concern affecting the soil, sludge, debris, and ground water are VOCs including PCE and TCE; and other organics including PCBs. The selected remedial action for the site is included.
