Determination of refined petroleum product import fees
This report presents the results of a study to determine the refined petroleum product import fee required to discourage new refining capacity from being built abroad for the purpose of exporting products to the United States East Coast. Additionally, import fees to eliminate imports from all areas except the Caribbean/Bahamas, and import fees to totally eliminate all imports from both new and existing refineries were also determined. U.S. mainland refineries on the Gulf Coast and East Coast were evaluated along with potential refineries in Africa, the Middle East, Canada, Hawaii, and the Bahamas/Caribbean area. Each evaluation included a determination of delivered crude oil cost, refining costs, and product shipping costs. (GRA)
