The report examines the engineering and economic factors which would define an appropriate strategy for the restoration of Lake Guadalupe, the minimization of the sources of contamination from the three streams which are the headwaters of the lake, the collection and treatment of municipal and industrial wastewaters, the management of floodwaters, the removal of sediments from the lake bottom, and the establishment of a potable water supply, treatment and distribution system for the adjacent municipalities. The Definitional Mission (DM) team recommends that the US Trade and Development Program (TDP) finance the requested Feasibility Study (FS) for the implementation of the lake restoration and the essentially related wastewater collection and treatment, potable water supply, flood control and irrigation system for the Lake Guadalupe Basin and the Counties of Nicolas Romero and Atizapan de Zaragoza. Treating wastewaters will benefit the public health and environment and agricultural activities of all the people within a vast geographical region and will promote economic growth. The recommendation is consistent and supportive of the U.S. foreign policy as well as providing significant opportunities for the export of U.S. goods and services.
