The evidence is quite clear that shareholders do not benefit from sales growth, but that managers do. This means that utility managers who adopt growth-seeking strategies may be focusing on their own needs rather than on increasing shareholder wealth. Shareholder-oriented managers should reject strategies designed simply to increase sales growth or market share since these actions are unrelated to shareholder wealth accumulation. They should instead concentrate on complying with commission directives. Attempting to obtain fair regulatory treatment is the best way to focus on increasing shareholder wealth.
