The collaborative process: Corporate community strategies in implementing energy policy at the community level
This Project Demonstrating Excellence (PDE) develops the Collaborative Process as applied to the electric utility industry and demand-side management (DSM). The vision of an industry spending money to [open quotes]unsell[close quotes] its own product is part of what makes the DSM story so captivating. Intentionally reducing electricity sales seems to contradict the very essence of United States business philosophy. However, this is only counterintuitive if one thinks of utilities as being solely in the commodity business of selling kilowatt-hours. The concept being developed is customers don't buy kilowatt-hours, but buy the services that electricity powers. Then DSM may make perfect sense. PDE also develops the concept of defining the social costs in demand-side management programs. The social costs are defined as those external costs resulting from the conversion, production, and consumption of energy. These costs previously have not been included in the price of energy and if the electric utility company can include a portion of the social costs in the total cost of energy, then demand-side management programs can be more cost effective. A key element of the presentation is the concept of having local governments administer the DSM program at the community level. A strategy is presented that will enable the community to take an active role in the marketing efforts of energy efficient homes. The Collaborative Process is developed for parties that are normally adversaries to work together in the marketing of the demand-side management program. PDE also presents methods of evaluating demand-side management programs. Impact evaluation techniques are described lending themselves to addressing aspects of the DSM program implementation process, program marketing, and factors that characterize participation.
