Britain's North Sea oil flow builds up. [Resultant policy and economic issues]

Forecasts of energy production are felt to be futile, but Great Britain is viewed as needing to make the decisions on future production, now that North Sea oil and gas wells are producing. Five separate basins in the North Sea are under development and a gathering system of pipelines set up. The favored system consists of four lines to carry petroleum, natural gas liquids, and heavier gases. Figures are quoted for potential oil and gas production for the United Kingdom as the northern and southern fields are developed. This will have impact on the economy as the shift is made from a major energy importer to an exporter. Two thirds of the oil is expected to be refined domestically in order to achieve self-sufficiency in distillates. North Sea oil, having different characteristics than Mideast oil, requires new types of refineries. Petroleum products will be more suitable for the U.S. than the European market. Larger refineries, however, can adapt more readily to the new type of oil.A national oil company (BNOC) is funded for exploration and development as a 51 percent partner. (DCK)
