Operators must use new guidelines to determine if their hydrocarbon processing industry (HPI) facility is regulated by the Hazardous Organic NESHAP (National Emissions Standards for Hazardous Air Pollutants). Also known as the HON, this recently promulgated rule regulates 385 different chemicals and 112 air pollutants. Targeting decentralized emission sources such as process vents, storage vessels, transfer operations, wastewater streams and equipment leaks, this rule is a complex definition and application problem. If the refining complex produces or uses listed chemicals or hazardous air pollutants (HAPs) within any process, the rule applies. Result: The facility must meet notification dates to the regulating agencies, identify major sources and develop emission control strategies to bring the source into compliance. These guidelines show how to develop a cost-effective control strategy and examine the pitfalls from improper emission averaging.
