FCR, Inc. 's Stratford, Conn. , MRF: Readjusting the wheel

When FCR, Inc. (Fairfield, Conn.), began drawing up plans for a materials recovery facility (MRF) in Stratford, Conn., generating a clean, contaminant-free stream of recyclable material was foremost on its list. FCR-which operates the Stratford Recovery Authority (CRRA) and the Southwest Connecticut Regional Recycling Operating Committee (SWEROC) had guaranteed their signatories that they would not generate more than an 8% residue rate while processing materials. If FCR does indeed surpass the 8% cap, the contract states, it faces severe financial penalties. With this in mind, FCR set out to develop of processing system that would ensure their goal of producing a contaminant-free product. FCR has implemented a comprehensive system that consistently maintains a residue level between 2% and 3%, well below the industry norm of 10%--20%. The result of this system, combined with a unique educational component, has been a highly efficient and profitable regional MRF.
