Transportation and air-quality-planning guidelines, 1992

The 1990 Clean Air Act Amendments (CAAA) direct the Administrator of the Environmental Protection Agency (EPA) to 'update the 1978 Transportation and Air Quality Planning Guidelines and publish guidance on the development and implementation of transportation and other measures necessary to demonstrate and maintain attainment of national ambient air quality standards.' The document provides guidelines and guidance to State and local government officials to assist them in planning for transportation related emissions reductions that will contribute to the attainment and maintenance of the national ambient air quality standards (NAAQS) for ozone, carbon monoxide and particulate matter (PM10).
