Infrared singularities in massless Abelian gauge theory are studied taking into account degeneracy of states. The vacuum polarization causes the physical charge to vanish and suppresses real excitations of the boson field. Nevertheless, in this theory there is a neutral current interaction between fermions. It is concluded that charged massless fermions cannot exist.
