Ten lessons for conducting pollution prevention opportunity assessments

Conducting a PPOA following EPA's methodology is a formidable task requiring excellent communications skills and technical expertise. PPOAs often are performed by inappropriately staffed teams that devote insufficient time to site visits. Following EPA's definition, a site visit is the phase of an assessment during which a PPOA team observes production processes and interviews personnel. A site visit may be conducted by facility staff or an outside team. The principal purpose of conducting a PPOA--identifying realistic pollution prevention options for implementation--often is not achieved in practice. An option is realistic if it satisfies a facility's technical and economic evaluation criteria, and is consistent with the facility's overall pollution prevention goals, management style and corporate vision.
