SWECS qualifications for state programs. Final report

The purpose of this report is to assist in establishing the needed basis to be used by states to evaluate SWECS inclusion in tax incentive programs to encourage the use of renewable energy systems. Three prototypical qualifications documents are included in this report reflecting three levels of stringency: very demanding, moderately demanding, and relatively relaxed sets of requirements that may be placed upon SWECS by the states. Qualifications requirements already in effect in certain states as well as information obtained from interviews with responsible officials in a sample of ten states were used in this study. This information was analyzed and a range of options for defining SWECS qualifications was established.
