A balloon-borne radiometer is used to measure the absolute thermodynamic temperature of the cosmic background radiation at a frequency of 24.8 GHz. Statistical and systematic errors are measured and described in detail. The thermodynamic temperature with all errors added in quadrature is 2.780 +/- 0.027 K; a conservative estimate, obtained by adding the errors linearly, is 2.780 +/- 0.070K. The results is consistent with previous measurements which indicate that the background radiation has a thermal spectrum with a blackbody temperature of 2.75 K.
