Energy: the next twenty years

A study group commissioned by the Ford Foundation concludes in its report that American attitudes about energy must change to reflect the future availability and high cost of energy. Members of the group separate those dangers (such as external political shocks) which are real from crisis warnings (such as the energy gap) which are unreal, and find the public's inability to grasp the meaning of the energy policy debate to be one of the greatest dangers. Emphasing the role of market forces, they explore the implications of oil imports, resource assessments, and the economics of conservation and environmental protection. Specific policy recommendations include oil and gas price decontrol and public-utility rate reform. They also support retaining the nuclear option, conservation, and solar energy (including temporary subsidization), and more sharply focused research and development roles for government and industry. 17 figures, 43 tables.
