This article discusses the obstacles to clean air legislation encountered in Congress. Understandably, stringent pollution controls have been opposed in coal-producing, automobile-manufacturing states. Legislation is needed that would limit emissions from fossil-fuel power plants, smelters and automobiles without undue economic impact on states that have high unemployment, high-sulfur coal, and no hydro option.
