A study of the legal problems that may be encountered by commercial, industrial, and individual users of solar energy for heating and cooling is presented. The study consists primarily of a review of existing literature, and extensive lists of references are included. Topics by section include (1) solar access and land use issues, (2) building codes, (3) home financing, (4) utilities, (5) mandatory installation, (6) ERDA patent policy, (7) antitrust and fostering competition, (8) labor union resistance and conflicts, (9) property taxes, (10) mobile homes, and (11) tort liability, insurance, and warranties.
