The 28-acre AVCO Lycoming-Williamsport Division site is an active manufacturing facility in Williamsport, Pennsylvania. Surrounding land use is primarily residential. The site overlies a surficial glacial aquifer and a deeper bedrock aquifer that are used as seasonal sources of drinking water. In 1984, the State identified VOC contamination in the well field. The Record of Decision (ROD) addresses management of migration of contaminated ground water from the onsite area. The primary contaminants of concern affecting the ground water are VOCs including TCE and metals including chromium. The selected remedial action for this site includes pumping and treatment of contaminated ground water using an onsite treatment facility that utilizes precipitation, coagulation, flocculation, and air stripping; treating air stripper off-gases using Best Available Technology (BAT), possibly granular activated carbon or fume incineration.
